If you identify a bad player at a table never try and bluff them off a hand. It will more likely than not cost you a lot of chips because they will call u with absoulute crap! 

Attack these players when you have a good hand and they will pay you off good.

Not completely true.

I know and play with players regularly who will call big bets to the river on draws but fold on river to a small to medium bet.

They are commonly called calling "calling station".

BlackRivr your usename sounds familar to me and I am puzzled as to why!!!

it blows my mind the amount of terribel play i see early on in sngs and cheap tournys,
i was steaming and played a cheap sng to vent some frustration
ran a (i thought )convincing 3street bluff on this donk,pretty sure he had no part of the board it was dry as a bone,,i had to shove the rest of my stack on the river to get him off it,,
i had just ace high and he calls,,,,shit i think,,but no i win the hand he mucks!!
so he called all in on the river with either king high or a worse ace high so so sick
